Qualcomm flogs off its L-Band spectrum

As reported in this blog in 2008, Qualcomm UK Spectrum Ltd won all the lots of the UK L-Band spectrum (lots LA to LQ) which it paid the gainly sum of £8,334,000.

Qualcomm was pushing its MediaFlo wireless broadcast technology at the time and was going to use this spectrum to deliver MediaFlo services to the UK. Unfortunately that required handset vendors to license the tech and install it in their handsets, which didn't happen. It did get some traction in the US, but people rapidly lost interest. Soon after Qualcomm closed it's Media FLO division and Europe had gone the way of DVB-H (Digital Video Broadcast - Handset) anyway.

Qualcomm looked to be sitting on a bit of a spectrum white-elefant and probably wished they hadn't bothered and the who Media FLO thing and their spectrum would just go away.

Move to the present and it seems Qualcomm have just sold their 1452-1492 MHz (40MHz) spectrum to Vodafone and Three for a rumoured £100m. Nice little profit of £92m (maybe enough to cover all the Media FLO tech they gave up on).

The L-Band spectrum can be used for both supplemental download links and supplemental upload links (SDL and SUL respectively) which are part of 4G and allow operators to add extra capacity to mobile terminals (i.e. phones). Unfortunately very few if any current phones support SDL services let alone the L-Band frequencies. As phones use more and more bandwidth maybe this will change in the future.

Where the operators can use this, is for more bandwidth to basestations and it may be an easy way to boost network capacity.

As this spectrum was offered many years ago, though it was technology neutral, it wasn't covered by spectrum trading agreements and officially the spectrum trade has to be agreed by Ofcom., which may bring a slight spanner into the works. There should be no reason why Ofcom won't allow the transfer, however the annual license fees on this spectrum were calculated on the sell price (i.e. £8m). The mobile networks are charged rather more on their aggregate spectrum, so there's likely to be a hike on the spectrum fees.

Time will tell if it was a sensible purchase or not (though Qualcomm are probably now laughing while they head to the bank).

Ofcom consults on Spectrum Management Approach in the 70/80GHz bands

Ofcom, the Super regulator that looks after spectrum management is holding a consultation on proposals to change the management and authorisation approach used to manage the bands 71 - 76 GHz and 81 - 86 GHz (70 / 80GHz). These offer 2 x 4.75 GHz of bandwidth allowing very high capacity links (over 1Gb/s) which are not supported in lower frequency bands. These bands have been available for use since 2007.

Currently the spectrum is not managed at is up to the users of these bands to co-ordinate amongst themselves on use (self coordinated spectrum), though currently use of the spectrum is minimal compared to lower frequency bands. However with the rapid adoption of 4G services and the bandwidth that will be required to remote cell-sites, usage can be expected to rapidly increase and operators are now worried that self-coordinated management will not suffice as links in these bands will have to provide 99.99% to 99.999% availability, so any interference could be disastrous for mobile networks.

Ofcom is proposing to manage the spectrum in a mixed manner offering partial self-coordinated use and partial managed use.

    • Ofcom coordinated approach: 2 x 2 GHz
      Guard band: 2 x 250 MHz
      Self coordinated approach: 2 x 2.5 GHz

    This will allow non-critical links to be operated as now in the higher part of the bands while more critical services will be in the lower part of the bands managed by Ofcom (using the same regulatory environment as for fixed links in lower bands).

    This should be good news for users and backhaul links get very expensive very quickly and can limit the growth of a mobile network (in terms of coverage), so being able to use protected spectrum to maintain high bandwidth links to cell-sites and allowing the networks to provision more 4G cells.

    C&W (Vodafone) and Urban WiMAX get 28GHz license variations

    Ofcom has issued a statement with respect to the 28GHz Broadband Fixed Wireless Access (BFWA) licences of Cable and Wireless (now Vodafone) and Urban Wimax.

    The licenses were due to expire on 31st December 2015 and now they will be made indefinite.

    The licensees can use the bands for equipment that complies with Interface Requirement 2048 (IR 2048) in-line with other licensees.

    From January 2016, there will be new pricing set which incentivises the licenses to utilise the spectrum. Pricing has not be set yet.

    28GHz allows high bandwidth point-to-point links which can be used for backhaul and with Vodafone's purchase of C&W it makes sense to use their own spectrum for mobile backhaul.

    Sub10 does 60GHz backhaul

    Sub10 a company based out of Devon has been touting its 60GHz backhaul technology at Mobile World Congress (MWC) in Barcelona this year as a solution for mobile network operators (MNOs) as a solution to the massively increased bandwidth demands that modern smartphones put on them.

    60GHz is license exempt in the UK (and Europe) and supports high data rates. The only disadvantage is that it's absorbed by Oxygen molecules so it can only travel a limited distance and it can be affected by rain. The disadvantage, however, is also an advantage as it means that signals from neighbouring links are unlikely to interfere giving the advantages of licensed spectrum.

    Optimity based out of London's Silicon Roundabout area is already offering connectivity solutions based on 60GHz technology as well as traditional 5GHz solutions and are able to connect start-ups much more rapidly than competing fibre products.
