Get your SIGFOX fix, for free

SIGFOX is the the narrowband radio technology that runs in the license exempt 800MHz band (868-869MHz).

It's a closed protocol but there's lots of equipment available for it and it's being rolled out in lots of countries, a device can send up to 140 messages which have a payload of up to 12 bytes per day. Note the payload can be zero bytes, which will just indicate the device is alive. The network can send a maximum of 4 messages to devices per day and the payload is up to b bytes.

In the UK the SIGFOX network was run by Arqiva, but they didn't move very quickly and they didn't understand start-ups particularly well, so now WND UK has taken up the reigns with a very aggressive roll-out plan, with a fully funded commitment to cover 94.8% of the UK by end 2018.

Even though the roll-out is aggressive, some areas may not be covered and this may not suit someone developing a SIGFOX solution, so WND is now offering small companies who are developing IoT proof-of-concept solution a FREE SIGFOX gateway and licenses for up to 100 devices to access the network. This actually works well for WND, as every gateway added increases network coverage and even if multiple gateways cover an area, they are mainly receiving messages so the network would sort that a message is a duplicate.

With LoRa networks already springing up (generally piggybacking on generic home or business connections), this gives SIGFOX the ability to do the same and may get some customers who are still awaiting solutions from the mobile networks with their LTE-M or NB-IoT solutions slowly coming on-line.

So long Arquiva, hello WND

SIGFOX, the low power wide area network system have dumped Arqiva and now selected WND (who have successfully deployed SIGFOX networks in Brazil, Mexico, Columbia and Argentina). WND have already installed 50 base-station since they launched in March 2017 which covers 34% of the UK's population and have committed to 95% by 2019.

SIGFOX is a narrow band system using the license exempt 868MHz band in the UK (and EU in general), it's low power and long range so is designed for deployments that can be powered off batteries or power scavenging techniques and then left alone to monitor whatever they're designed to monitor.

SIGFOX supports 140 uplink messages per day (12 bytes in size, bit packed format determined by the user) and 4 downlink messages per day (8 bytes bit packed format). Uplink is from the remote site to the SIGFOX network and downlink is from the central service, though SIGFOX to the remote service.

There are other competing technologies such as LoRaWAN and specifically The Things Network, but their service sits on top of existing ISP connections, so there may be regulatory and other issues as well as a lot of unlicensed operators out there.

Ofcom consults on whitespace co-existance

Ofcom, the Super regulator that handles radio spectrum as part of its remit, is holding a consultation on the coexistence of whitespace devices.

Whitespace is the spectrum that is unused in certain areas due to geographic transmission systems that can not overlap and in this case relates to the UHF TV channels (470 MHz to 790 MHz). As there are multiple transmitters across the UK, adjacent transmitters can not operate in the same frequency bands (especially for digital TV) or the transmitters would interfere with each other.

This leads to large chunks of the UHF spectrum not being used in a particular geographic zone, which could be used for other purposes (as long as it was low power and didn't reach neighbouring areas).

Current plans are that whitespace devices will monitor what bands are in use (by listening to those frequencies) and thus not use them, in the UK they must also contact a central database, report their location and the database will specify what frequencies are available and what power they can transmit at.

There are other services that can also be interfered with such as program making and special events (PMSE) - things like outside broadcast units which can use some of the spectrum for remote TV cameras and such like, which also have to be catered for.

Ofcom have already said they will allow whitespace use on a license exempt basis, but they also must ensure that there will be no harmful interference to digital terrestrial television (DTT) and PMSE.

Whitespace technology is new and thus there is some uncertainty on how whitespace devices may interfere with DTT or PMSE services. However Ofcom doesn't want to overly constrain whitespace use such that large amounts of spectrum go unused, or that power levels/etc are so restrictive that reaching any sizeable population is unrealistic.

Ofcom will currently err on the side of caution and setting parameters that can be relaxed in future. Later this year there will be a set of pilot trials across the UK with a number of service providers where the increased power levels can be used for limited periods of time to ensure interference doesn't occur. The trials (and stakeholder consultations) will continue until Summer 2014 and will help Ofcom set the parameters for future national whitespace roll-outs starting in Q3 2014.

Ofcom has set the parameters and algorithms for use in trials to minimise the effects on

  • Digital Terrestrial Television services
  • licensed users of equipment for Programme Making and Special Events
  • services above and below the UHF TV band.
Ofcom have also noted that whitespace availability will vary in areas across the UK i.e. London has relatively low DTT issues with whitespace use while Glasgow has much less spectrum available, however Glasgow has very little PMSE use while in central London (and areas like Wembley Stadium) there is a large amount of use.

Though it is yet early days, whitespace spectrum should allow high bandwidth services with good propagation characteristics (coverage) which could be used to provide mobile network operator capacity off-loading, broadband and machine-to-machine (M2M) services.

Companies such as Neul (a CSR - now Samsung spin-off) are betting their futures on whitespace.

The consultation closes on 15 November 2013 and stakeholders can respond on-line.

Ofcom makes more spectrum license exempt

Ofcom, the Super regulator that looks after radio spectrum amongst other things, has made more spectrum license exempt.

In the UK there is no such thing as unlicensed spectrum and all devices (whether they broadcast or receive radio transmissions) must be covered by a license as per the Wireless Telegraphy Act. Ofcom can issue a Standard Instrument (really an Act of Parliament) to cover certain frequency bands and uses making that spectrum license exempt, which means if the equipment is used as per the SI, it doesn't need a specific license.

Ofcom has made new spectrum available for SRDs (short range devices) such as range finding equipment for cars. There is now 5MHz of spectrum available between 10.575 to 10.6 GHz which will add to the existing range of 10.577 to 10.597 GHz and this came into force on 26th June 2013.

The existing band 10.675 to 10.699 GHz can continue to be used by existing systems, but it will be closed for new systems on 30 December 2014 giving manufacturers 18 months to switch to the new band.

Mobile terminal handsets using WiMAX or LTE in the 800MHz, 2011MHz and 2.6GHz bands will be license exempt (when connected to a licensed mobile network i.e. BT, EE, 3UK, O2 or Vodafone).

Various satellite terminals will also be license exempt in the 1518 to 1525 MHz, 1525 MHz to 1559 MHz, 1626.5 MHz to 1660.5 MHz and 1670 to 1675 MHz bands.

Ofcom consults on License Exempt spectrum in the 2.4GHz band

The 2.4GHz band (2400MHz through 2483.5MHz) is used by license exempt devices as it's an international ISM (Industrial, Scientific and Medical) harmonised band. Common uses for this band in the UK are WiFi and Bluetooth devices.

The Government is hoping to free 500MHz of spectrum by 2020, mainly by re-allocating spectrum currently held by the Ministry of Defence (MOD). The first part of freed up spectrum is in the 2300MHz band (2350MHz to 2390 MHz) which should be released in 2014.

Though Ofcom will issue a technology neutral license, it's expected that the spectrum will be acquired for Long Term Evolution (LTE) services.

Ofcom is requesting that stakeholders in the 2.4GHz band let Ofcom know how releasing the 2300MHz band might affect them.

Ofcom consultation on Automotive Short Range Devices

Ofcom is holding a consultation as it is proposing changing the Wireless Telegraphy Act for Automotive Short Range Devices (SRDs) that currently operate in the 24GHz band in line with EU harmonised spectrum policy.

Current SRDs operate in 24 GHz (21.65 to 26.65 GHz) and existing devices in vehicles can continue to use these frequencies until 2018, however new equipment will now have to support the range 24.25 to 26.65 GHz.

The current license exemption for 21.65 to 26.65 GHz SRDs will be revoked on 30 June 2013, except for devices that were installed in cars between 1 July 2005 and 30 June 2013 in which case they can continue to use this band.

After 30 June 2013, SRDs will need to operate in 24.25 to 26.65 GHz and this band will be made license exempt.

Ofcom make more spectrum license exempt

Ofcom has announced plans to make spectrum license exempt in the 3400 to 3800 MHz band and the 2GHz band.

The 3400 - 3800 MHz band can be used for personal locator beacons on land, wireless road safety systems and wireless access terminals, while the 2GHz band is used for mobile satellite services.

Also terminals used for the 2012 London Games Tetra Network are also license exempt.

Ofcom opens Whitespace spectrum

Ofcom the super regulator that deals with regulation of broadcast media, radio and telecoms has made a statement about opening-up 'white space spectrum' and allow for devices to be deployed in a license exempt manner (in the UK there is no such thing as unlicensed spectrum and all transmission or reception equipment is covered by either a specific license or a 'blanket' license published by Ofcom and as long as the user/equipment abides by the conditions of the blanket license they don't need a specific license - bands like 2.4GHz which covers WiFi and Bluetooth devices are license exempt).

The equipment will have to connect to a central database (that Ofcom may actually subcontract to 3rd parties) which will note their geolocation and provide information about which frequencies are in use in that area. Ofcom may mandate a 'switch-off' mode such that if interference is detected in the area, white space devices may be forced to stop transmission.

This will be particularly suitable for rural areas as the 'white space' spectrum can be used to support wireless broadband and other services. This is significant as Ofcom are proposing that the TV bands can be used (as digital multiplexs use interleaved frequencies such that neighbouring transmitter sites don't interfere with each other) and TV bands have good propagation characteristics. Ofcom is also considering the UHF bands, though these may be more problematic longer term.

Ofcom also is considering use for WiFi like services (for localised high speed connectivity) and machine-to-machine communications which could cover things like meter reading.

Though Ofcom will have to consider European harmonisation so it make a while to implement (Ofcom is hoping for systems to be in operation by 2013), this is a bold step by Ofcom in making use of 'wasted' spectrum and being very proactive.

Ofcom will have to introduce an SI (Statutory Instrument) which is passed by Parliament to amend the WTA (Wireless Telegraphy Act) to make the spectrum license exempt.

Shipboard mobiles now license exempt

Ofcom today made the use of handsets on boats license exempt (while connected to a basestation on the the boat).

Mobile handsets are already license exempt when connected to a fixed basestation in the UK (which are run by a mobile operator). Both shipboard and land based basestations are covered under the mobile operators' 2G or 3G licenses.

Ofcom consultation on "whitespace" use and Gelocation

There's lots of spectrum around, but it's a crowded space and so much of it is licensed by Ofcom i.e. in order to utilise equipment that transmits or receives data in that spectrum a "use" license is required. This is why a TV license is required. Mobile phones also require a license, but that's paid as part of the license that the mobile network operators have (and have paid for).

Various parts of the spectrum have been made license exempt such as 2.4GHz which is used by WiFi (802.11b/g/n), Bluetooth and other systems like Zigbee. Licenses exempt status means that a user doesn't need to get a specific license if they use the equipment in accordance with the rules that Ofcom have published (i.e. Ofcom publish a "blanket" license and as long as the equipment in use doesn't get used outside the licensing framework, then the use doesn't need to get a license themselves). Any WiFi or Bluetooth systems will comply with Ofcom's licensing regime.

In the past Ofcom has bowed to public pressure and made certain equipment license exempt such as low power FM transmitters than can connect to MP3 and other music devices and transmit a short range to a radio (usually in a car). As they're low power, they wont interfere with the commercial radio stations (at least to other users) who have paid a lot of money for the licenses to transmit in the commercial radio bands.

Another big chunk of spectrum is in the TV bands and some of this is reserved so that interference between bands doesn't happen. The TV bands have much better propagation characteristics than say 2.4GHz which is used by WiFi and Ofcom are looking at ways of using the "dead" space for short-range low power devices which could be used say to transmit video signals between systems in the home. The whitespace could also be used for higher power rural broadband access.

They would work by looking at the bands and finding these dead areas known as whitespace and then those frequencies would be potential candidates for local transmission. However this could rapidly lead to interference between neighbouring systems (say in a neighbours house), so Ofcom wants the systems to consult a geolocation database (hosted by Ofcom) that the system could register with and ensure the whitespace was suitable for use in that area.

There would be a "master" device that would communicate with Ofcom's database and report the power and frequencies it was using and any connected devices (slaves, that wouldn't need to connect to the database themselves). The whitespace devices will be license exempt. Though Ofcom will initially run any database required, they don't evisage running the database in the future as that is best left to commercial organisations and Ofcom would like interested parties to contact them.

Though Ofcom are consulting now (the consultation runs from 09/11/10 to 07/12/10) they don't expect whitespace devices to appear until 2014.
