Ofcom ups the power in the 1800MHz band

Ofcom, the Super Regulator, has made a statement allowing 1800MHz licensees to increase the power from 62dBm to 65dBm.

The current licensees are 1800MHz (1805 - 1876.7 MHz) licensees are: -

  • Telefónica: 1805.1 to 1810.9 MHz
  • Vodafone: 1810.9 to 1816.7 MHz
  • H3G: 1816.7 to 1826.7 MHz (plus 1826.7-1831.7 from October 2015)
  • EE: 1831.7 to 1876.7 MHz (plus 1826.7-1831.7 until September 2015)

The 1800 spectrum is used for downlink bandwidth and the operators use it for LTE services, though it could also be used for WiMAX.

This should allow for increased range of LTE services (i.e. mobiles from base stations).

Ofcom proposing upping power on 1800MHz bands

Ofcom, the Super regulator, who look after radio spectrum is proposing to allow increasing the transmit power on the 1800MHz PCN band. Ofcom varied the original licenses so the band could be used for UMTS, LTE and WiMAX services. The new variation would allow a 3dB to 65 dBm per carrier for 3G and 3dB to 65dBm on the 5MHz channels for LTE and WiMAX.

EE Limited (“EE”), Hutchison 3G UK Limited (“H3G”), Telefonica UK Limited (“Telefonica”) and Vodafone Limited (“Vodafone”) have all requested that their 1800 MHz licences be amended in this way.

Ofcom's preliminary verdict is to allow these variations, however the results of the consultation will be taken into consideration.

Any stakeholders may respond to the consultation on-line.

Ofcom makes more spectrum license exempt

Ofcom, the Super regulator that looks after radio spectrum amongst other things, has made more spectrum license exempt.

In the UK there is no such thing as unlicensed spectrum and all devices (whether they broadcast or receive radio transmissions) must be covered by a license as per the Wireless Telegraphy Act. Ofcom can issue a Standard Instrument (really an Act of Parliament) to cover certain frequency bands and uses making that spectrum license exempt, which means if the equipment is used as per the SI, it doesn't need a specific license.

Ofcom has made new spectrum available for SRDs (short range devices) such as range finding equipment for cars. There is now 5MHz of spectrum available between 10.575 to 10.6 GHz which will add to the existing range of 10.577 to 10.597 GHz and this came into force on 26th June 2013.

The existing band 10.675 to 10.699 GHz can continue to be used by existing systems, but it will be closed for new systems on 30 December 2014 giving manufacturers 18 months to switch to the new band.

Mobile terminal handsets using WiMAX or LTE in the 800MHz, 2011MHz and 2.6GHz bands will be license exempt (when connected to a licensed mobile network i.e. BT, EE, 3UK, O2 or Vodafone).

Various satellite terminals will also be license exempt in the 1518 to 1525 MHz, 1525 MHz to 1559 MHz, 1626.5 MHz to 1660.5 MHz and 1670 to 1675 MHz bands.

Ofcom extends deadline to EE consultation

Ofcom has extended the deadline for stakeholders to respond to the consultation on whether to allow the variance on Everything Everywhere's (EE) 1800MHz license to allow WiMAX and LTE technologies. EE already have to give back some of the 1800MHz spectrum as part of the merger between T-Mobile and Orange and this could be used by another licensee for LTE/WiMAX services. There have been vocal complaints from other Mobile Network Operators (MNO) that this would give EE an unfair advantage by them being able to launch LTE services ahead of all the other UK MNOs. The deadline for respondents has been extended to May 8th 2012 and can be seen here.

Freedom4 gets sold to UK BroadbandFreedom4 was one of the two operators in the UK with licensed spectrum that were trying to operate a WiMAX network who were sold to the second operator UK Broadband (a subsidiary of PCCW which is owned by Hong Kong Telecom) for £12.5m. The sale came about as Freedom4 was involved in a reverse takeover of Vialtus which later became part of Daisy Telecom, but WiMAX was not part of Daisy's core business.

Freedom4 was one of the two operators in the UK with licensed spectrum that were trying to operate a WiMAX network who were sold to the second operator UK Broadband (a subsidiary of PCCW which is owned by Hong Kong Telecom) for £12.5m. The sale came about as Freedom4 was involved in a reverse takeover of Vialtus which later became part of Daisy Telecom, but WiMAX was not part of Daisy's core business.

Freedom4 used to be what was known as Pipex Wireless, which was separated from the Pipex group when Pipex was sold to Tiscali and became Freedom4 (with some cash from Intel Capital). Freedom4 has two blocks of 84MHz of spectrum in the 3.6GHz t0 4.2GHz bands while UK Broadband has spectrum in the 3.4GHz band.

WiMAX has not faired particularly well in the UK. It was meant to be the saviour in terms of rural broadband but backhaul costs have limited the size of the WiMAX wireless roll-outs (combined with BT installing wired broadband to most parts of the country) so the costs of wireless have tended to be greater than those of wired broadband and the wireless speeds have not been that great.

UK Broadband may be able to leverage the assets of both companies and now use WiMAX for both end-user connections and for wireless backhaul reducing their need for expensive wired connectivity between sites.

The great hope for WiMAX was the auctioning of the 2.6GHz band which was initially meant to take place in 2007 but has been hampered with regulatory issues and is now unlikely to be available before 2011. There was speculation that BT would bid for this spectrum to offer 3G services in urban areas and WiMAX wireless broadband to the rural areas. This is now less likely to be attractive in terms of WiMAX anyway as LTE (a 4G technology) is likely to be prevalent before the spectrum is actually made available.

2.6GHz Spectrum Auction delayed until 2011

2.6GHz was going to be the figurehead of Ofcom's spectrum auction policy. It would be auctioned on a technology neutral basis with at least a national license allowing the possibility for innovative new 3G services, LTE or even WiMAX (i.e. a technology neutral basis). Ofcom would be the regulator that other countries would strive to follow. This was all going to happen in 2007.

The 2.6GHz band was originally allocated as a IMT-2000 (i.e. 3G) 'expansion band' and Ofcom might have allocated it to a 6th operator had the 5th 3G operator (i.e 3) failed.

Unfortunately things didn't go to plan and T-Mobile and O2 (both UK bits) challenged Ofcom that a realistic price could not be set unless Ofcom determined what would happen with GSM spectrum refarming (the current licenses only allow 900MHz to be used for GSM, the GSM operators wan to use it for 3G and the PCN operators i.e. Orange and T-Mobile think they should get some of it). The situation is further muddied as the MNO's with 900MHz spectrum say they should have access to 800MHz spectrum if they give up some of their valuable 900MHz. The reason 900MHz (and 800Mhz which is currently analogue TV) is so valuable is that it has very good transmission characteristics and goes into buildings well, while 1.8GHz (PCN) and more so 2.1GHz (3G) radio signals tend to get absorbed by concrete etc.

The situation has subsequently got even more complicated with the proposed merger of Orange and T-Mobile which would break existing spectrum caps.

BT are also interested in the 2.6GHz band as they could deploy WiMAX in rural areas and 3G services in urban areas. The WiMAX service would allow them to provide high speed broadband connections to communities where fibre/VDSL wont reach and in urban areas where they have good broadband coverage, they could offer their own 3G services to compete in the mobile business markets.

It was hoped that the auction would take in 2010, but now it seems 2011 is the earliest possible date and Ofcom still have a lot of mess to clear-up.

Tiscali to buy Pipex

UK broadband consilidation continues with the acquisition of Pipex's fixed voice and broadband assets going to Tiscali (assuming it gains the approval of Pipex's shareholders and the UK OFT). This will add around 570,000 consumers and 100,000 business broadband customers. Tiscali will pay around £210m.

It looks like Pipex will maintain their hosting business (though it's a good guess they'll sell that off too) and Pipex Wireless who are starting to offer WiMAX based services (with a £21m injection from Intel).

Though Pipex Wireless are rolling out wireless services, they are ripe for a take-over and they may fetch as much as the fixed line assets of Pipex. Wireless is seen as the only real contender to fight BT's last mile hold. Pipex initially zero rated their wireless license on their books when they acquired Firstnet who also acquired the license from another operator. They must now be laughing all the way to the bank.

Variation of UK Broadband Limited Wireless TelegraphyAct Licences

Last week Ofcom agreed to merge UK Broadband's 3 seperate 3.4GHz licenses into 1 national license. UK Broadband is owned by PCCW the Hong Kong company.

UK Broadband won 13 of the 15 regional 3.4GHz licenses, then acquired the other 2 and now these seperate licenses (which all the the same conditions etc, apart from region) will become a single license.

UK Broadband have also asked for the licenses to become technology neutral (as per Ofcom recent policy in-line with EU policy) and to change the conditions (which is likely to be to allow mobile/nomadic use - currently the license only allows fixed links).

Having a national license in the middle of the usable WiMAX spectrum range is a very valuable commodity, though PCCW may not have the resource to roll-out a national service (backhaul is extremely expensive), but as a single national license they could sell it on to another operator (like BT) who want to roll out mobility solutions (and high speed broadband to rural areas).
